ATT to add Pantech s low-cost C630 phone to 3G lineup

NEW YORK, N.Y. - ATT plans to add another 3G phone in December, BetaNews has learned. Pantech s C630 phone will join eight other low-cost phones in ATT s growing 3G family, along with the pricier Apple iPhone 3G and Windows Mobile-based LG Incite.

At a press event last night, Pantech previewed the C630, a low-priced smartphone that ATT will sell to customers for use on its 3G network starting in December.

Pantech asked journalists shown the device to hold off on publishing photos until the C630 is announced next month. Spec sheets and press materials also are not yet available. But the C630 displayed last night is a candybar phone which features that include but aren t necessarily limited to Advanced GSM AGSM , a 1.3 megapixel camera, a speakerphone, Bluetooth, an MP3 music player, a microSD slot, Internet Yellow Pages, e-mail, instant messaging, and ATT s Video Exchange and Video Sharing.

The C630 will cost in the range of only about 49 to 50 with a service plan, in comparison to the 199.99 price of both Apple s iPhone 3G and LG s forthcoming Windows Mobile Incite, said Frank Fay, a company spokesperson, speaking with BetaNews at the Pepcom-sponsored press event.

Fay told BetaNews he thinks the C630 will appeal to a lot of people who want 3G speeds, especially considering the current state of the economy.

ATT is also already offering about eight other 3G phones in the 50-or-so price bracket, including Pantech s C610, a clamshell device with features similar to the C630 s; and Slate, a wider phone with a built-in QWERTY keyboard.

Pantech s C630 will run the Symbian OS, according to Fay. In contrast, the upcoming Incite will be LG s first major Windows Mobile-enabled phone for the US market.

Hurd s the word in Ballmer s e-mail nightmares

A letter from HP CEO Mark Hurd to Steve Ballmer after the release of Vista gives observers a sense of how miserable life became thereafter at HP -- plus that delicious feeling of snooping into someone else s cranky e-mail.

A court document filed last month in the class-action suit pitting Microsoft against disgruntled buyers of Vista Capable machines seeks to require a deposition from CEO Steve Ballmer. The plaintiff s motion states that Mr. Ballmer s deposition is vitally important to this litigation -- three hours max, at Microsoft or off campus, during the workday or on the weekend, whatever it takes.

Why so eager, when Ballmer has already said he doesn t know anything but what he was told about birthing Vista? Because, according to the filing, it s essentially impossible that he didn t know, not only because he was CEO of a company undertaking the largest software release in history, but because plenty of people were trying to tell him what was up.

As first detailed in a report by TechFlash s Todd Bishop , Ron Boire, an executive vice president at Best Buy, sought a face-to-face meeting to have words about the Express Upgrade program in 2006. After the 2007 launch, HP CEO Mark Hurd e-mailed Ballmer to complain about HP s call lines being overrun with consumers angry over problems with the upgrade process. Hurd pointedly said I m sure you re aware of this, and a later memo from Ballmer to others at Microsoft indicated that he followed up with Hurd on the matter though there s no e-mail trail .

At one point, industry analyst Rob Enderle reached out repeatedly to Ballmer with concerns that Dell allegedly had concerning Vista Capable, but about which the company was reticent to confront Microsoft directly, as the plantiff s motion puts it.

The heart of the document describes the known parameters of a crucial phone call between Ballmer and Intel CEO and 1 sales person Paul Otellini on January 30, 2006. That s also the day on which Microsoft dropped the WDDM Windows Display Driver Model requirement for Vista Capable certification -- the graphic driver architecture on which Desktop Windows Manager relies. The requirement was reinstated exactly one year later. Microsoft refers to the chat as a courtesy call, but information from Intel indicates that Otellini had been planning out the call for at least a week. Why? What was said? That s what the plaintiffs would like to know, and that s what they mean to ask about if Judge Marsha J. Pechman rules that Ballmer must sit for deposition.

And if Ballmer continues to assert that the Vista Capable suit has nothing to do with him, well, the plaintiffs would say that s news too.

Mr. Ballmer s declaration, together with some documents Microsoft has produced, reveal a CEO trying to distance himself from decisions on the Vista Capable program, reads the plaintiffs motion. However, the document trail shows Mr. Ballmer was directly involved. If Microsoft s position now is that he was not involved at all -- or was involved only at a meaningless, irrelevant, very general level ...plaintiffs still should be entitled to explore this remarkable position. Putting aside issues of credibility...his desire to avoid taking responsibility in and of itself is telling.

IRS hires its first-ever CTO; who will be Obama s?

Terence V. Terry Milholland started a new job as the Internal Revenue Service s chief technology officer on Monday. No worries; he s already been CTO of organizations handling your money.

Milholland, a graduate of the University of Maryland and George Washington University, was previously executive vice president and CTO of Visa International. Before that, he served as CTO and CIO of EDS, around for the early days of the just-completed EDS-HP merger; before that, he was a 21-year veteran of Boeing, finishing his time there in 1999 as chief information officer.

Visa over its last four quarters handled 43,670,000,000 payment transactions totaling 4,188,000,000,000 -- that s right, 4.188 trillion dollars. During Milholland s time there, Visa helped solidify PCI DSS the Payment Card Industry Data Security Standard , released a global specification for contactless payments via RFID-chipped cards, and cut the ribbon on Visa s one millionth ATM.

The IRS utilizes 400 systems for processing 200 million tax returns every year. Milholland will be the agency s first CTO.

One of Milholland s main challenges at the IRS is apt to be the task of whipping the IRS s over-budget and under-secured CADE Customer Account Data Engine system into shape. A close examination of the CADE and Account Management Systems earlier this year revealed not only a troubling number and breadth of security-related design flaws, but an agency history of ignoring vulnerability reports during the nine-year-and-counting CADE and AMS development processes.

The IRS is also consistently ranked near the bottom of the House Committee on Government Reform s annual federal security compliance report card. The agency s highest grade on that report was a string of D-minuses in 2003, 2004 and 2005.

According to Federal Computer Week , Milholland will report directly to James P. Falcone, the acting Deputy Commissioner for Operations Support. In turn, the Modernization and IT Services division, including CIO Arthur Gonzales who strongly objected to the public release of the damning CADE report, going so far as to attempt to have it declared Sensitive But Unclassified , will report to Milholland.

Meanwhile, speculation continues over the top CTO spot in DC -- also a newly created position. The Obama transition team is revealing nothing, but among the names being thrown around by gossips are Internet father Vint Cerf, computer science professor and e-voting researcher Ed Felten, former Clinton-era FCC chair Reed Hundt, intellectual property professor and Creative Commons co-founder Lawrence Lessig, and Amazon honcho Jeff Bezos. Google CEO Eric Schmidt is believed to have already expressed a lack of interest in the job.
